I didn’t know that at the time beggars were registered and had a tag that identified them. The woman in the photo looks very old, the beggar n. 252 is modestly dressed and holds out her hand to beg. Certainly times were different, but I find it a terrible practice, I don’t know if anyone has more information about it. Thank you.
